e - Karmika is a facility for Registration and Renewal of Establishments under the Karnataka Shops and Commercial Establishments Act, 1961 ; which is one of the State Labour Laws and Rules being enforced by the Department of Labour, Karnataka.
The Department, as part of its functions, enforces various laws in the State which require citizens to interact with the department as part of adherence to various State and Central Enactments. The purpose of the Act is to cover the following functions of the department.

Filing of Annual Returns

Exemption on weekly holiday for Shops and Establishments

FACTORY DEPARTMENT RULES
The main objective of the department is to enforce the provisions of the Factories Act, 1948 & Karnataka Factories Rules, 1969 made there under so as to ensure Safety, Health and Welfare of the workers employed in the factories registered under the Factories Act, 1948.
The Department of Factories, Boilers, Industrial Safety and Health has two wings viz., Factory Wing and the Boilers Wing. It also shoulders the responsibility of periodical inspection and issuance of registration numbers for new boilers and renewal of certificates for existing boilers, registration of boiler & boiler component manufacturers, repairers and erectors under the Indian Boilers Act, 1923 & The Indian Boiler Regulations, 1950. It is basically a regulatory department in nature but over the years it has changed itself as service provider to meet the present day demand.


BOCW ACT
Workers working in the building and other construction sectors belong to the unorganized category. For the benefit of such workers, the Central Government has enacted the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, the Building and Other Construction Workers Welfare Tariff Act, 1996, and the Central Rules, 1998, with effect from March 1, 1996.
Karnataka has framed the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Rules, 2006, to give due effect to the said Acts. For its implementation in 2007, the state government formed a building and other construction workers welfare board.

ISMW DEPARTMENT
The "ISMW Act" likely refers to The Inter-State Migrant Workmen (Regulation of Employment and Conditions of Service) Act, 1979. This act in India aims to regulate the employment and conditions of service for workers who are recruited in one state and employed in another state. It ensures these migrant workers receive fair treatment, including equal wages, displacement allowances, and safe working conditions.
Key Features of the Inter-State Migrant Workmen Act:

Registration and Licensing:
Establishments employing five or more inter-state migrant workers must register, and contractors need a license to deploy these workers.

Conditions of Service:
The act mandates provisions for wage payments, displacement allowances (50% of monthly wages or Rs. 75, whichever is higher), journey allowances, suitable accommodation, medical facilities, and protective clothing.

Equal Pay:
Inter-state migrant workers are entitled to receive equal wages for performing the same or similar work as other workers in the establishment.

Responsibility:
The central and state governments/Union Territories are responsible for enforcing the act's provisions within their respective jurisdictions.

Contractor Responsibilities:
Contractors must ensure timely wage payments, provide necessary facilities, and report accidents to relevant authorities.

Dispute Resolution:
The act also provides mechanisms for resolving disputes between migrant workers and their employers.

Regulation of Employment:
The act requires contractors to register with the appropriate authorities before employing inter-state migrant workers.
In essence, the Inter-State Migrant Workmen Act is designed to protect the rights and interests of workers who move from one state to another for employment, ensuring they are not exploited and receive fair treatment in their new workplaces.
